Wrong-way driver arrested for impaired driving

A late-night patrol in Tamuning on Sunday resulted in the arrest of a young woman accused of driving while impaired. Officers from the Guam Police Department observed a Honda Accord traveling on the wrong side of the road around 10:05 p.m.

and initiated a traffic stop after the vehicle nearly collided with a raised median. According to a magistrate’s complaint filed in the Superior Court of Guam, upon approaching the vehicle, officers detected a strong odor of alcohol coming from the driver, 19-year-old Chanel Francina Storey, who exhibited red, bloodshot eyes. When questioned if she had been drinking, she stated, “I smoked a lot of weed, ma'am.



” According to charging documents, Storey agreed to take a Standardized Field Sobriety Test, which revealed sufficient signs that “she was under the influence of alcohol.” When officers arrested her, she became increasingly agitated, shouting at them and saying, “You guys are racist. It's because I am white.

” Storey resisted the officers’ attempts to place her into the back of the patrol vehicle. She resisted by placing her feet in front of her, which prevented the officers from placing her inside. After successfully placing her inside, Storey continued to scream and bang on the seats and door, said the complaint.

A breath test conducted at the precinct later registered her blood alcohol content at 0.185%, well above the legal limit, according to court documents. Storey was charged with driving while impaired as a misdemeanor, resisting arrest as a misdemeanor, and underage consumption of alcohol as a petty misdemeanor.
