The Lower House witnessed the ruling NDA strongly defending the legislation as beneficial for minorities, while the Opposition described it as "anti-Muslim".
The Bill was passed after all amendments moved by the opposition members were rejected by voice votes. It was passed after a division of votes — 288 in favour and 232 against. According to the Bill, Waqf tribunals will be strengthened, a structured selection process will be maintained, and tenure will be fixed to ensure efficient dispute resolution.
As per the Bill, while Waqf institutions' mandatory contribution to Waqf boards is reduced from 7% to 5%, Waqf institutions earning over ₹ 1 lakh will undergo audits by state-sponsored auditors.
