They reported a steady stream of voters, getting in early for the September 14 election. Up until 11.30am Monday, September 9, 963 people had cast an early vote.

There were also 1433 postal vote applications, 330 of which had been returned. "I'm thoroughly enjoying myself," independent Adrian Beresford-Wylie said as he mixed with other candidates. "We are emphasising our independence.

You have to put yourself on the line and tell people what they're getting." Mr Beresford-Wylie said there was "an opportunity for confusion" with above and below the line voting. He pointed out that at the last council election, 15 per cent of votes were informal.

With 22,902 registered voters in Goulburn Mulwaree, he hoped this wouldn't be the case in 2024. A total 22 candidates are running in the poll. They comprise two tickets of five listed above the line.

These are: An independent ticket comprising Nina Dillon, Dr Christopher O'Mahony, Keith Smith, Chloe Hurley and Paul Kemp; the Labor ticket of Jason Shepherd, Liz McKeon , Danielle Marsden Ballard, Anna Wurth-Crawford and Jim Corbett. All 22 candidates are also listed below the line. The other contenders are: Steve Ruddell, Dan Strickland, Sam Ross, Michael Prevedello, Carol James, Shaun Allen, Adrian Beresford-Wylie , Andy Wood (Shooters, Fishers, Farmers), Richard Orchard, Caitlin Flint, Bob Kirk and Matthew Kane.

The NSW Electoral Commission says people can only vote above or below the line, not both. If voting below the line, people must choose a minimum of five candidates. Ms Flint said many people had told her they'd be voting below the line.

Ms Wurth-Crawford said some people were confused about voting but asked questions of Electoral Commission staff. Pre-poll voting continues from Monday, September 9 to Wednesday, September 11 8.30am to 5.

30pm; Thursday, September 12 8.30am to 8pm; and Friday, September 13 8.30am to 6pm.
