1 2 3 Pune: From Jan 1, citizens can expect a seamless registration of leave and licence agreements online as the state has decided to upgrade the portal following persistent technical glitches that delayed clearance of applications throughout the year. A key feature in the new system will be an integration of GRAS payment system, eliminating the need for users to navigate separate portals for fee payments, a registration department official said. The upgraded portal will also introduce a user-based login system, enabling people to track their previously registered documents through a personalised dashboard, he said.
"Since tenant agreements are renewed annually, either with the same individual or different ones, citizens can access all their agreements with various clients using existing login credentials. The dashboard will help save data." Sachin Shinghavi, president of Association of Service Providers and Real Estate Agents, is sceptical about certain aspects of the upgrade.
"While the system would integrate with police databases, facilitating faster data sharing between departments, the online verification has not been specified for the entire state, though it was piloted in Pune." Shinghavi also raised concern over potential issues with PAN verification alongside that of Aadhaar. "Moreover, the system does not permit refunds in case of transaction failures.
" Real estate brokers repeatedly urged authorities to improve the systerm. "The state govt has been promoting tenant registrations, but the existing system's technical limitations have been a hurdle," a broker said. "Frequent crashes not only delayed registrations but also caused inconvenience to both landlords and tenants.
" Earlier this year, citizens waited for more than a month to get their online applications approved. In fact, officials were directed to clear the pendency within a time frame. Neha Pandit, a tenant, is one of them.
"We are hoping that when we go to renew the registration there would be no glitches." The integration with police databases is expected to expedite the verification though specific details about the implementation across Maharashtra remain unclear, another real estate agent pointed out. A citizen activist said the new portal marks a significant step towards streamlining the property documentation process.
