ROCHESTER — Three Rochester men are accused of skimming thousands of dollars from an ATM in Colonial Lanes, a bowling alley and bar in northwest Rochester, according to charges filed on Nov. 12. Timothy Donald Arnold, 54, is charged with three felony counts of theft.

Pheerayout See, 35, and Ravuth Thorng, 38, face two counts of theft. ADVERTISEMENT All three are scheduled to make their first appearances on Dec. 23 in Olmsted County District Court.

According to the criminal complaints, a Rochester Police Department community service officer was dispatched to the business for a reported theft. The officer spoke with a witness who alleged that three employees stole $45,720 by skimming money from the nightly ATM deposit. The complaints allege that at the end of the night, Arnold, See and Thorng would ring a specific dollar amount into the register to be transferred to the ATM, the witness told police, but the men did not deposit all portions of the money from the register into the ATM.

The complaints said the witness provided documents that showed "accounting inconsistencies associated with the theft." "The documentation showed Arnold with $37,020 of inconsistencies occurring between 59 occasions, See with $6,660 of inconsistencies occurring between 32 occasions, and Thorng with $2,040 of inconsistencies occurring between 7 occasions," the complaints said. According to the criminal complaints, the witness said other employees reported that Arnold would play E-tabs without putting money into the machine.

Thorng told police that Arnold would pocket money meant for the ATM or use money from the register to cover his E-tab shortages. According to the complaints, Thorng told police he and See "fudged the numbers" to cover for Arnold's theft. When Thorng and See closed the business, they would take money designated for the ATM and use it for the theft shortages that Arnold created, according to the complaints.

Arnold admitted to taking money from the register and ringing in ATM transfers, but he said the money was used to cover shortages at the bar and E-tab machines. Arnold denied creating E-tab shortages and taking money for personal gain.
