The shot implies that while Oz Cobb has risen to the top of Gotham's criminal underworld and eliminated his enemies, he is surely a target of the Batman.
The pair famously clashed in 2022 flick when Batman (Robert Pattinson) suspected Oz Cobb was the police informant and followed him to a drug deal. Selina Kyle rumbled the drug deal and saw Oz Cobb flee the scene with Batman in hot pursuit. After a dramatic and destructive car chase, Batman captured the Penguin and interrogated him alongside Jim Gordon.
They discover that the Penguin is not the informant after discovering some poor Spanish used by The Riddler. The Penguin is left cuffled at the scene as Gordon and Batman continue their investigation elsewhere. Why didn't Batman appear in The Penguin?
