rapplerAds.displayAd( "mobile-middle-1" );MANILA, Philippines – Independent pollster Social Weather Stations (SWS) confirmed on Monday, April 14 a March 29 to April 5 survey that had Albay 2nd District Representative Joey Salceda ahead by 12 points over Noel Rosal in the race for governor of Albay. Salceda’s Lakas running mate, Diday Co, was also in the lead for vice governor in the latest SWS poll with a 19-percentage-point advantage over his closest rival, former broadcast journalist Jun Alegre of PDP-Laban.
Salceda, who is hoping to return to the provincial capitol after serving 3 consecutive terms in the House of Representatives, had 44% support (chosen by around 418,000) while Rosal of PDP-Laban got 32% (302,000). Compared to an earlier March SWS survey, Salceda’s lead increased by 3 points (from 9 to 12), while Co’s lead went up by 6 points (from 13 to 19).
The SWS said the survey used face-to-face interviews of 3,370 registered voters in Albay broken down as follows: 1,065 in District 1; 1,110 in District 2; and 1,195 in District 3. “This gives sampling error margins of ±1.7% for Total Albay Province; ±3.
0% for District 1; ±2.9% for District 2; and ±2.8% District 3,” the SWS said.
It added that the survey used the list of names based on the ballot face templates released by the Commission on Elections. In a statement, SWS said it disclosed the survey results after a sponsor-authorized release of the survey on voting preferences for governor and vice-governor of Albay province commissioned by Rupert Paul Manhit of Pasig City. SWS said the survey was in the Bicol language.

(If the elections were held today, whom would you most probably vote for as GOVERNOR and VICE-GOVERNOR?) In 2007, Salceda unexpectedly won as an independent candidate for governor against Fernando Gonzalez, who was then the incumbent governor and was backed by the Lakas-Christian Muslim Democrats. He subsequently won three consecutive terms as governor, and another three terms as representative of the 2nd District. Salceda’s three nephews, Raymond Adrian, Juan Miguel, and Jesciel Richard, and his brother Jesus “Jesap” Sarte Salceda, Jr.
, are also vying for various local positions in the 2025 midterm polls. Rosal is a former Albay governor, and his wife Geraldine is running for Legazpi City mayor.Despite winning in the 2022 polls, the Rosal couple is embroiled in controversies leading to the nullification of their wins.
Noel was disqualified for violating the election spending ban, while Geraldine was suspended for vote-buying.Rosal’s present gubernatorial bid hangs in a cloud. The Commission on Elections (Comelec) Second Division, in a decision penned on December 27, 2024, disqualified Rosal from rejoining the gubernatorial bid, but the Supreme Court (SC) issued a temporary restraining order on January 21.
