The ruling coalition (PP and Vox) has expressed its support, while the opposition abstained. The amendment also includes a provision to transfer responsibility for issuing permits for solar parks of up to four hectares to local councils, granting them greater autonomy in land management. Larger installations will remain under the jurisdiction of the Balearic Government or will require a declaration of general interest.
Additionally, criteria have been introduced to minimise visual impact, such as ensuring these installations are located away from urban centres and in areas of lower ecological value. If approved in the upcoming plenary session of the Consell, the proposal will enter a 45-day public consultation period for comments and objections. In line with the Balearic Islands’ Climate Change Law—which requires each municipality to define permitted land uses as part of the EU-led decarbonisation process—the Consell has invited town councils to submit suggestions and contributions to ensure the plan is developed with maximum local cooperation.
This proposal comes amid growing concern over the proliferation of solar farms on rural land across Mallorca. Environmental groups and various political parties have called for a temporary moratorium and stricter planning controls to ensure that the development of renewable energy sources is both sustainable and respectful of the landscape.
