
FAIRFIELD — The FBI reported that in 2019 an estimated 1.2 million violent crimes were committed, and nearly 6.93 million property crimes, according to the most recent Uniform Crime Reporting statistics.
"By violent crime offense, the arrest rate for murder and non-negligent manslaughter was 156.3 per 100,000 inhabitants; rape, 44.0 per 100,000 inhabitants; robbery, 85.
1 per 100,000 inhabitants; and aggravated assault, 253.0 per 100,000 inhabitants," a resolution adopted Tuesday by the Solano County Board of Supervisors states. "Annually, rape costs the U.
S. more than any other crime ($127 billion), followed by assault ($93 billion), murder ($71 billion), and drunk driving, including fatalities ($61 billion)," the resolution states. The resolution was in recognition of April 6-12 as National Crime Victims’ Rights Week in Solano County, approved as part of the board's consent agenda.
"The Solano County's Crime Victim Assistance Unit worked with 2,673 new victims and witnesses to homicide, robbery, adult and child sexual assaults, domestic violence, stalking, elder abuse, child molestation and physical abuse cases in calendar year 2024," the resolution states. The board also adopted a resolution recognizing April as Sexual Assault Awareness and Prevention Month in Solano County, also as part of the consent agenda. It states that "every 73 seconds, an American is sexually assaulted .
.. and one out of every six American women has been the victim of an attempted or completed rape in her lifetime.
" In other action, the board: • Appointed Steven Pasholk to serve on the Library Advisory Council, representing District 1, for a term to end on Sept. 30. • Reappointed Mary Henderson on the Solano Commission for Women and Girls, representing District 1, for a term to end on Sept.
21, 2026. • Reappointed Gary Falati to the Solano Cemetery District, representing District 3, for a term to end on Feb. 8, 2029.
• Reappointed Cheryl Hawkins to serve in the technical expert position, and appointed Corey Beavers to serve in the public at-large position on the Solano County Solid Waste Independent Hearing Panel for terms to end on April 4, 2029. • Approve a ground lease with Dish Network LLC to install wireless telecommunication system on the cellular tower located at 1340 Virginia St. in Vallejo for a five-year initial term commencing the earlier of the first day of the month following the installation or one year from the effective date, with four successive five-year options to extend the agreement.
The initial rent is $2,750 per month with 3% annual increases. • Granted a utility easement to Pacific Gas and Electric Company at 321, 355, and 365 Tuolumne St., and 1340 Virginia St.
in Vallejo to allow ENGIE Services to provide energy improvements at the county's Vallejo campus. • Approved a $94,282 Napa/Solano Area Agency on Aging contract amendment with Innovative Health Solutions, for a total contract of $589,541, to provide meals to older adults in a congregate setting for the current period through June 30. • Approved an $806,771 contract amendment with St.
Helena Hospital, doing business as Adventist Health Vallejo, for a total contract of just more than $1 million to provide additional acute psychiatric inpatient services through June 30. • Approved a $486,367 contract with Partners for Justice, from July 1 to June 30, 2027, to provide collaborative defense services to pretrial clients in the Public Defender’s Office..
