Suisun council discussion includes proposed letter to property owners for annexation

SUISUN CITY — The City Council on Tuesday will consider sending out a letter to property owners to gauge interest in annexing into the city, including Flannery & Associates.

SUISUN CITY — The City Council on Tuesday will consider sending out a letter to property owners to gauge interest in annexing into the city, including Flannery & Associates. It is part of the ongoing discussions regarding the next steps for building resilience and expanding opportunities. The letter includes a list of benefits annexation could bring, including enhanced police and fire protection; inclusion in parks and recreation services; and eligibility for city infrastructure improvements.

It also states the council will continue to go through a planning process around its interest in any newly annexed land, but its initial considerations are: • Travis Protection Zone; establishing a buffer zone (Suisun Greenbelt) around Travis Air Force Base to permanently protect the base. • Increase well-paying jobs to allow people to live and work with far less commute. • Increase commercial zones around essential day-to-day retail and specific high-quality consumer retail.



"We understand that annexation is an important decision, and we want to ensure you have all the necessary information," it reads. "To that end, we invite you to email Development Director Jim Bermudez at [email protected] to schedule an appointment to discuss this possibility in more detail.

" The goal of staff is to bring any interested parties for consideration on April 15. The Resiliency Plan focuses on these pillars: • Pass a tax measure to be a stop gap to allow the other pieces of the plan to take place. Voters passed it in November 2024.

• Complete all infill development. • Seek ways to create additional revenue sources beyond just taxing residents. The beginning of the second step was introduced at the March 4 council meeting.

"However, both measures highlight the same conclusion: without significant new revenue streams, the City will remain underfunded and unable to provide sustainable services, thus the need to look at step 3, finding sustainable new revenue sources," the agenda reads. City staff has initiated meetings with key regional stakeholders, including County of Solano, Solano County Local Agency Formation Commission, Fairfield-Suisun Sewer District, Suisun-Solano Water Authority and Greenbelt Alliance & Orderly Growth Advocates. A March 24 meeting is slated with the Fairfield-Suisun Chamber of Commerce.

On March 25, there will be a Zoom meeting with California ForNever. There are ongoing discussions with Rio Vista, the agenda said. On Jan.

21, the council gave City Manager Bret Prebula the approval to explore annexation. The meeting begins at 6:30 p.m.
