St. Michaels commissioners approve updates to docking infractions

ST. MICHAELS — On Wednesday evening, the Commissioners of St. Michaels voted to give police authority to cite docking infractions and approve bids for trash and recycling services.

ST. MICHAELS — On Wednesday evening, the Commissioners of St. Michaels voted to give police authority to cite docking infractions and approve bids for trash and recycling services.

Amendments were made to town Boats and Boating code regarding town-owned slips. A public discussion was held on a proposed amendment to provide police authority to cite docking infractions, as well as measures to correct grammar errors, change language for uniformity and remove a “problematic provision” that references judgment liens of personal prosperity. The amendments were unanimously approved.



PROPERTY MAINTENANCE A proposed amendment to a town ordinance concerning property maintenance and littering was brought before the commissioners. The requested amendment would remove duplicative language, increase penalties for littering and provide certain authorities to cite for littering and weed control violations. Prior to the amendment, the ordinance stated that “no owner of property within the town” can cause, permit or maintain the existence of weeds higher than 12 inches on the property.

The new amendment it added “or occupant” to provide accountability on rentals as well. Additionally, it adds that a violation of this article is subject to a fine of $200 for first offense and that the property owner and occupant of the property may each be separately cited. Repeat violations would be subject to a fine of $300.

The amendment was unanimously approved by the commissioners. TRASH COLLECTION SERVICES A bid was approved for a three-year contract with Republic Services for trash and recycling services. The proposed contract states costs for the town would be $239,001.

91. In comparison, during fiscal year 2023 the town spent $191,000 for recycling and trash collection. St.

Michaels’ staff reached out to other trash and recycle businesses for new bids but only Republic Services sent in a bid. Ultimately, the commissioners approved the three year contract with Republic Services. TOWN MANAGER RECRUITMENT Finally, a bid was approved for the Mercer Group Associates as the firm to lead recruitment of the next Town Administrator.

The firm’s bid was for $24,000 to provide services including position analysis, recruitment process, resume review, candidate screening and interview process. Mercer Group will also assist in the negotiation of an employment contract after completing the roughly 100-day recruitment process. Commissioners unanimously approved the bid.
