Single-window clearance system for self-redevelopment of housing societies soon: CM

1 2 3 Pune: Chief minister Devendra Fadnavis on Monday said the state govt would soon issue an order to facilitate single-window clearance to self-redevelopment of housing societies across the state. "We will revive the single-window clearance system proposed earlier. This will significantly streamline the process of self-redevelopment for housing societies opting for it," Fadnavis told TOI.

The move aims to resurrect a Government Resolution (GR) issued on September 13, 2019, during his previous term as the chief minister. It had proposed a streamlined approval system for properties existing for 30 years or older. A source said the govt would constitute a self-redevelopment cell to facilitate clearance to proposals for societies' redevelopment.



It would be the single-point of contact for approval to such projects. Advocate Shreeprasad Parab, the expert director of the Maharashtra State Housing Federation, said "The single-window system will ensure transparency and help in ease of doing business. It will also push for speedy development of the city, while protecting citizens' rights.

" According to members of the Maharashtra State Cooperative Federation, approximately 8,000-10,000 cooperative housing societies in Maharashtra — primarily from Mumbai, Pune and Thane — are eager to initiate self-redevelopment. These societies' members have been waiting for the implementation of the single-window system. "Of the state's 1.

25 lakh registered housing societies, around 50% are considering the redevelopment option. Many societies remain hesitant because of the complex clearance process involving various departments," Suhas Patwardhan, the chairman of the Maharashtra State Cooperative Federation, said. The chief minister, following a meeting with the representatives of the Maharashtra State Housing Federation in the city on Sunday evening, said the govt would facilitate funding for societies' self-redevelopment through the National Cooperative Development Corporation (NCDC).

Advocate Parab said the govt had previously proposed a 4% subsidised loan to housing societies taking the self-redevelopment route. Fadnavis also responded positively to the federation members' several recommendations, including implementing the benefits outlined in the July 2019 order, publishing rules for cooperative housing societies based on the 2019 amendments to the MCS Act (Maharashtra Co-operative Societies [Amendment] Ordinance, 2019), and creating a single-window system for deemed conveyance to provide speedy property titles, said Parab. The chief minister said plans were afoot to facilitate approval to projects through the WhatsApp messaging application.
