The shear line will bring scattered rains over extreme Northern Luzon while the easterlies will be affecting the eastern sections of Visayas and Mindano on Tuesday, PAGASA reported. The tropical cyclone outside the Philippine Area of Responsibility (PAR), Severe Tropical Storm Man-Yi (formerly Pepito) is 570 kilometers west of Laoag City, Ilocos Norte packing maximum winds of 100 kilometers per hour, gustiness of up to 125 kph and moving westward at the speed of 15 kph. Forecast Weather Conditions Batanes will be cloudy skies with rains due to the northeasterly surface windflow with the possibility that flash floods or landslides will occur due to moderate to at times heavy rains Babuyan Islands will have cloudy skies with scattered rains and thunderstorms due to the shear line with the possibility that flash floods or landslides will occur due to moderate to at times heavy rains.

Caraga and Northern Mindanao will have cloudy skies with scattered rains and thunderstorms due to the easterlies with the possibility that flash floods or landslides will occur due to moderate to at times heavy rains. The Bicol Region, Eastern Visayas, and Davao Region will have partly cloudy to cloudy skies with isolated rainshowers or thunderstorms due to the easterlies with the possibility that flash floods or landslides will occur during severe thunderstorms. Forecast Wind and Coastal Water Condition The wind speed forecast for extreme Northern Luzon is strong to gale moving northeastward while coastal waters will be rough to very rough. Central Luzon and the rest of Northern Luzon will have moderate to strong wind speed moving northeastward while coastal waters will be moderate to rough. The rest of the country will have light to moderate moving in the northeast to east direction while coastal waters will be slight to moderate.
