Sector transfer done, but zero revenue for Gurgaon civic body from Haryana Shahari Vikas Pradhikaran

Gurgaon: Nine years after several urban sectors were handed over to MCG by Haryana Shahari Vikas Pradhikaran (HSVP), no fund has been transferred to the civic body under the revenue-sharing agreement signed in 2016. As per the agreement, HSVP was supposed to transfer 75% of the revenue collected through extension fees, transfer charges and other dues from allottees to the MCG on a monthly basis. Additionally, MCG was entitled to 50% of the profits generated from the sale of unsold sites within the transferred sectors.

The non-receipt of revenue from HSVP is now seen as a major roadblock in the city's development plans, with councillors warning that if the situation persists, it could severely hamper civic services and trigger a financial crisis for the municipal corporation in the near future. MCG officials revealed that several letters and reminders have been sent to HSVP over the years, but there has been no positive response. "Despite repeated follow-ups, there has been no breakthrough.



This non-payment is not just a breach of agreement but also a blow to urban governance," a senior MCG official said on condition of anonymity. Raising the issue during a House meeting on Tuesday, Ward 22 councillor Vikas Yadav expressed deep concern over the financial burden being placed on MCG. "How can we continue to deliver services and improve infrastructure if we don't receive what is rightfully ours? HSVP has failed to honour its commitments, and MCG is now facing a financial crunch," Yadav said.

Despite the clear terms of the deal, officials from the MCG have failed to recover even 1% of the dues in the past nine years. While the civic body has been spending heavily on infrastructure like roads, sewage, streetlights and sanitation in these areas, it has not received any financial support from HSVP in return. The situation has deteriorated to the point that in the 2025-26 budget, MCG has projected a mere Rs 1 lakh as revenue under the HSVP share – a symbolic figure that reflects the administration's fading hopes of recovering the pending dues, which are believed to be in crores.
