Private Member’s Resolutions are scheduled to be taken up in the Assembly on April 7 as per list of the business already circulated by the Assembly Secretariat.
“The NC MLAs and its allies including Congress and some Independents are expected to push for discussion on the two issues on Monday itself,” the insiders told the Excelsior but said a final decision will be taken in the evening of Sunday.An adjournment motion seeking suspension of routine business of the Assembly scheduled for the day for discussion on particular issue has to be given two hours before start of the proceedings to the Speaker. The Speaker has to examine the motion and give his ruling in the House on whether he accepts or rejects it.
“If the Speaker accepts the adjournment motion it will lead to discussion on the subject followed by the Government reply,” the sources said. In such a situation the business scheduled for Monday i.e.
the private member’s resolutions will be listed on another day by extending the session for a day or two depending on the business.The Legislative Assembly passed budget of Jammu and Kashmir for 2025-26 on March 25 and then adjourned for 12 days break on account of Eid and Navratra festivals. It has three days business left.
The session will resume on April 7 and the House is scheduled to adjourn sine die on April 9.While private member’s resolutions are listed on April 7 and 9, the private member’s bills are scheduled to be taken up on April 8.In case discussion takes place on Waqf bill or transfers of JKAS officers, the Assembly session can be extended by a day or two to facilitate completion of listed business, the sources said.
Sources said there was opinion among the ruling party MLAs that the alliance partners should move adjournment motion jointly on Monday itself for discussion on the twin issues. The NC and Congress MLAs besides some Independents met in Srinagar yesterday under the chairmanship of Chief Minister Omar Abdullah and discussed the passage of Waqf bill by the Parliament and transfer of 48 JKAS officers by the Lieutenant Governor.The National Conference has 41 MLAs and Congress six in the Assembly.
Five Independent MLAs and lone legislator of CPM are also part of the Alliance.Main Opposition, the BJP has 28 MLAs. The People’s Democratic Party (PDP) has three legislators.
