The father of three of Chelsea’s children, Jacob Bourassa, has filed a motion demanding she lose unsupervised visitation rights after her recent arrest for child neglect, InTouch reported on Monday. According to court documents, Jacob is seeking to modify their current custody arrangement, which has been in place since he was awarded custody of their daughters in 2019. Chelsea, 27, and Jacob share three daughters: Skylar Rose, Riley, and Avery Lynn.
She also welcomed a son, Atlas, in October 2023 with her current boyfriend, Jacob Nelund. Chelsea now faces four felony charges, including maintaining a drug trafficking place, child neglect, possession of methamphetamine, and possession of THC, along with two misdemeanors for disorderly conduct and possession of illegally obtained prescription drugs. His lawyer argued that it is no longer in the children’s best interests for Chelsea to have unsupervised visits. Jacob is asking for primary custody and is requesting Chelsea’s visits be limited to supervised periods. A court hearing is scheduled for November.
On September 10, police were called to her home in Marinette, Wisconsin , on September 10 by Chelsea herself, court documents seen by In Touch revealed. The 911 operator reported hearing arguing in the background and a woman telling someone to 'get the hell away' from her. When police arrived, she tried to play down what had occurred, insisting things were fine, than admitted she and her boyfriend Jacob Nelund got into an argument.
'I tried to ask her more questions and you could tell the Chelsea was not being honest whatsoever. This was a repeat of what happened a few weeks prior when I was at her house for a similar incident,' police wrote in their report. When officers investigated further, they found a meth pipe with residue inside.
Police arrested Chelsea and checked on her baby son Atlas, when a box of hypodermic needles was allegedly found in the child's room. While in the patrol car, Chelsea admitted to having something in her bra, which police described as a vial-type container and clear plastic bag with some white pills. 'In the black vial was a white crystal-like substance that I know to be meth,' the report read.
Police alleged Chelsea had 18 grams of meth on her. Rosie O'Donnell, 62, has had a particularly rocky relationship with Chelsea over the years. 'His facial features were sunken in and he was missing some teeth. His muscle tone was very rigid and he seemed like he was flexing even though he was not,' the police report alleged. 'I asked him what other drugs he used today and he said that he only smokes marijuana.
Based on my training and experience, I know that marijuana will not have this effect on your eyes. 'I have previously observed this type of impairment on someone that had smoked meth.' Police described the squalid scene that greeted them as they ventured inside the home with rotting food and dirty and moldy dishes all over the place.
'The inside of the home was disgusting [with] milk that stunk so bad it almost made me puke, dirty diapers, used female hygiene products, unclean underwear with feces and blood stains and used razor blades on the floor,' the report detailed. Police then found a used meth pipe in Chelsea's and Jacob's first floor bedroom. I know that drug users commonly use needs like this to shoot meth into their arms or "bang out'',' the officer wrote in his report. A second officer described a similar scene with old rotting fruit, 'garbage, random tools, and butane bottles sitting on the floor, all mixed with the clothing belonging to [the child]'. Officers also found a meth bong and meth pipe 'that a small child could have easily grabbed'.
'Under a baby crib, I located a black and silver digital scale, some used gem bags with white residue, and a sharps container that had more used and unused hypodermic needles,' the report went on. 'In a clothes pile, I found a straw that had been cut off and burnt.' One officer described Chelsea as 'sweating profusely' and being very jittery while police were in her house.
'It appeared Jacob and Chelsea were more concerned with their drug addiction than providing [the baby] with a safe and clean environment,' police alleged. During their search, police also found evidence suggesting drug trafficking may have been occurring inside the house and a meth cooking setup was in place. In a second incident on October 11, police pulled Chelsea over and arrested her when they allegedly found a meth pipe.
She also allegedly had pills including Oxycodone, Morphine Sulfate pills and Hydrocodone stuffed into her bra. Police charged her with meth possession, bail jumping, and possession of narcotics - all felonies. She will appear in court next month to address both cases.
Chelsea was adopted by her together with ex-wife Kelli Carpenter when she was just a baby but moved out of the family home when she was 18 in 2016. The family are pictured 14 years ago in 2010 and include their children Vivienne, Kelli, Chelsea, Blake and Parker Rosie, 62, had a particularly rocky relationship with Chelsea over the years. She and her ex-wife Kelli Carpenter adopted Chelsea when she was a baby, but she moved out of the family home in 2016 when she was 18, and went to Wisconsin to be close to her biological mother.
'Chelsea is mentally ill,' Rosie told the Daily Mail in 2017. '[She] has been in and out of hospitals most of her life. Born addicted to heroin.
She has had a tough road. She is very sick. She is not capable of truth or reason.
