When their own issues remain unresolved, how can we expect high morale or transparency in the system?” he asked.Referring to the first recruitment carried out post-August 2019, Fayaz said around 2,000 Panchayat Accounts Assistants (PAAs) were appointed in the Rural Development Department (RDD) through a transparent JKSSB process.“Despite the passage of years, these employees still have no service criteria or career progression plan.



The RDD submitted a proposal, but the Finance Department took no action. Their case remains unresolved,” he said.President JKECC urged the Chief Secretary to intervene and look into the matter, calling it a basic issue that reflects broader systemic inertia.

“If such fundamental concerns remain unaddressed, how will bigger challenges ever be resolved?” he questioned.He added that employees must have clarity about their career path and promotional avenues. “If there is no defined progression, how can we expect better output from them?”Fayaz also expressed dismay over the delay in releasing the 2% Dearness Allowance (DA) hike and 1% House Rent Allowance (HRA), saying, “It’s only when we protest that the Government responds.

We do not wish to escalate matters, but the situation is reaching a point where employees are left with no other option.”Highlighting other key concerns, the JKECC president said that recruitment rules for non-gazetted employees in the Horticulture and Fisheries Departments remain pending for years, affecting promotions and service progression.He also condemned the delay in issuing continuation orders and clearing wage arrears for Contingent Paid Workers (CPWs), AAYAs, and Helpers, saying that these frontline workers continue to serve without any certainty about their future.
