Other companies that submitted their bids were Ocior Energy, Suryadeep KA1, Green Infra Renewable, Matrix Gas and Renewables, Oriana Power , and Nishal Enterprises. The SIGHT programme is a part of India’s National Green Hydrogen Mission .
It was launched in January 2023 with an outlay of Rs 17,490 crore for green hydrogen capacity as well as electrolysers. Of this, Rs 13,050 crore is for green hydrogen capacities till financial year 2029-30. Of the total capacities on offer, 410,000 tonnes per year of green hydrogen production is technology agnostic, while the rest is for biomass-based pathways.
The maximum capacity for a bidder, including its parent or affiliate company, is 90,000 tonnes per year, and minimum is 10,000 tonnes for ‘technology agnostic’ pathways for green hydrogen production. For biomass-based technology, the minimum bid capacity is 500 tonnes per year and maximum is 4,000 tonnes. The Solar Energy Corporation of India, under the ministry of new and renewable energy, is the implementing agency for the scheme.
As per the guidelines of the scheme, bidding in the second tranche will be based on the least incentive demanded. The tender under the incentive scheme followed a bucket-filling approach where the bidder with lowest incentive requirement would be awarded the financial support and its required capacity, followed by the next lowest and so on until the entire tender capacity was exhausted. The cap for the incentive is Rs 50 per kg in the first year of production, Rs 40 per kg in the second and Rs 30 per kg in the last.
Green hydrogen production units set up through the scheme will have to commission within 2.5 years from the date of the letter of award. The National Green Hydrogen Mission targets a production capacity of at least 5 million metric tonnes of green hydrogen annually with an associated renewable energy capacity addition of about 125 GW.
