Surat: Personnel from different govt departments on Thursday started an inquiry into the fire at Amrutya Spa and Saloon in Shiv Pooja Complex in City Light area. Police registered a case of accidental death and were collecting details for further action. On Thursday, along with police personnel, teams from the Forensic Science Laboratory (FSL), Surat Municipal Corporation (SMC), Surat Fire and Emergency Services (SFES), and the electrical department visited the premises.
While the FSL team collected samples for further investigation, other agencies examined whether the infrastructure was according to approved plans. Police received the postmortem reports of the two women employees who had died. The reports confirmed that Binu Limboo and Manisha Damai died due to asphyxiation.
Their bodies were found in a glass bathroom of the spa. Police brought two tenants of the property, Shahnawaz Mistry and Dilshad Khan, to the spot to collect details about the staff present on the premises and other details. Police are trying to determine if changes in infrastructure were made according to the guidelines.
"We received the postmortem reports. Based on the reports from other departments, we will take further action. Based on preliminary investigation, police are likely to register an offence," said a police officer.
So far, the investigation revealed that Mistry and his partner Wasim Chauhan took the premises on lease from one Bhupendra Popat. They started a gymnasium, Gym11, and rented out one portion to Khan. "Since the floor was of double height, one floor was created inside.
Steps were developed inside to reach the additional floor," said an official. "The building was developed in 2005, and it is possible that alterations were made to the structure later. We are inquiring to find out if the changes were made as approved,'' said an SMC official.
Meanwhile, SFES officials claimed that the gymnasium was issued notices twice to make necessary changes to prevent fire. "The building has a fire NOC, while the gymnasium is supposed to have a separate NOC. The gymnasium was issued notices twice in the recent past to develop infrastructure for fire detection and prevention," said an SFES officer.
Late on Thursday night, police registered an offence of culpable homicide not amounting to murder against Mistry, Khan and Chauhan. |.
