ISLAMABAD - The ruling party has to face multifaceted challenges before the presentation of the budget almost every year, as it has to prepare popular measures for the masses, confront criticism of opposition and woo the disgruntled allies to ensure approval of the finance bill. This year, the scene is almost being replayed with the same script, as main coalition partner [PPP] is currently annoyed, masses waiting for an economic relief and opposition set to oppose budgetary proposals. The coalition government, with its existing numerical strength, is in the position to pass the budgetary proposals as without the support it would be near to impossible.

The finance bill is considered as a test case for the ruling party as failing it can lead to send the government packing. The real match between the treasury and the opposition benches is seen every year, during the passage of cut-motion, as the government has to ensure maximum strength in this legislative business. Members from both sides, in an emotional tone, with the vote of voice make an attempt to approve or disapprove the budgetary proposals.

If the motion is adopted, it amounts to a no-confidence vote, and if the government fails to jot up numbers in the Lower House, it is obliged to resign according to the norms of the House,” according to the parliamentary rules. Pakistan People’s Party (PPP), main coalition partner of the federal government, is the only ally that has not been part of the federal cabinet since taking the reins.

Bilawal led party, in these days, not only intensified its protest over the canals’ issue but also clearly threatens to part ways with the coalition government led by the Pakistan Muslim League (Nawaz). In order to keep the boat floating, the PML-N has no choice to shake hands with rival party Pakistan Tehreek-e-Insaaf (PTI) at this political juncture, so matters will be resolved only over the conditions of Pakistan People’s Party (PPP). The senior leadership of the PML-N has intensified its contacts with the PPP to placate without being so late.

Considering the move “highly irresponsible” and a direct violation of inter-provincial harmony, PPP’s leadership demanded immediate closure of the canal and convening of the Council of Common Interests (CCI) to address the crisis. However, the long pending CCI’s meeting has yet not been scheduled.

The popular budgetary measures, for the budget 2025-26, are another challenge for the government in the given tough economic crisis. It will be hard to increase salaries and pensions of government servants with other relief currently awaiting the masses. The combined opposition is, in these days, trying to exploit the current political situation as the opposition parties will not leave any stone unturned to create rift between the PPP and the PML-N.
