Representative Kim Byung-kee of the Democratic Party announced Monday that he has introduced a bill to amend the Game Industry Promotion Act. The proposed revision would make it mandatory for game developers and publishers to store user loot box results for a minimum of three years and disclose that data upon request.
While some domestic and international companies have already implemented partial disclosures to build trust with users, the proposed legislation would make such transparency a legal requirement across the board. Notably, the bill also empowers players to collect and analyze anonymized loot box data from other users—provided they obtain consent—with the option to publish independent verification results. Additionally, if the probability of winning certain items changes, game companies would be required to disclose the updated rates in real time.
The legislation further stipulates that if users request access to information generated during gameplay—such as server access records, item transaction logs, or chat history—companies must provide it. According to Kim’s office, this measure is designed to address the persistent asymmetry of information between users and game operators, particularly in disputes. The bill also calls for clearer visibility of loot box odds, requiring that the probability of winning items be displayed prominently on purchase, inquiry, and usage screens.
“Today’s gaming ecosystem is vastly different from that of the past, with users more actively asserting their rights,” Kim said. “But current laws have not kept pace with this change in awareness.” He added that the bill was drafted in consultation with a wide range of stakeholders, including game developers, industry experts, YouTubers, and players—and promised continued efforts to push for fairer, more transparent digital gaming environments ahead of further regulatory discussions expected in 2026.
