Republican Gov. Joe Lombardo chaired the PAC launched to pass the initiative, the Nevada Voter ID Coalition.

Lombardo’s previous efforts to have a voter identification bill passed failed to gain support in the Democrat-controlled state legislature, the Nevada Independent reported in 2023. The PAC opposing the initiative, the Nevada Voter Freedom Alliance, was launched by the progressive organization Battle Born Progress. It is also backed by organizations like Planned Parenthood Votes Nevada and the left- wing group Mi Familia Vota.
