The revised guidelines, outlined in MMDA Regulation 24-004, are intended to professionalize and harmonize towing and impounding procedures for illegally parked and stalled vehicles. This covers all towing services operating in Metro Manila, including those owned or operated by government agencies.
One of the key changes introduced by the new regulation is the option for vehicle owners to choose the destination for their towed vehicles, such as to homes, auto repair shops, or gas stations, instead of being automatically impounded at the Tumana impounding site in Marikina City. Additionally, towing vehicles are now required to display towing procedures and rates. Towing charges will not increase either.
MMDA will ensure that the rates remain reasonable. Under the new guidelines, Metro Manila will be divided into five sectors, each served by a single towing service company selected through a bidding process. All towing companies must be registered with MMDA and meet specific documentary and vehicular requirements.
