Ludhiana: The municipal corporation (MC) branch offices witnessed public outrage on Monday over the TS-1 certificate , a no-dues document required to apply for civic services. The controversy stemmed from a recent directive mandating that property holders obtain a report from the Building Branch before being issued the TS-1 certificate, following orders from the Punjab government . The move sparked strong political opposition, particularly from BJP leaders Inder Aggarwal and Deepak Sharma, who criticized the policy’s sudden enforcement.

Property holders seeking TS-1 certificates were told they must first regularize unauthorized structures before applying. According to officials, the policy was proposed in 2022, and the MC now requires the Building Branch report to be submitted as part of the TS-1 application process. Officials believe that consistent implementation will generate revenue for the MC and encourage property owners to secure necessary approvals for future construction.
