A Frederick County man faces multiple felony charges for allegedly assaulting two juvenile girls earlier this month. Authorities say Robert Eugene Ruckman performed sexual acts on the girls on April 4. Upon questioning by law enforcement, Ruckman, 63, admitted to the illicit acts, according to court documents.
Ruckman was arraigned April 7 in Frederick County Juvenile and Domestic Relations Court. He is charged with felony counts of aggravated sexual battery of a victim under the age of 13 and sodomy of a victim under the age of 13, as well as two misdemeanor counts of contributing to the delinquency of a minor. According to court records, detectives spoke with the two juveniles, who advised that two days earlier Ruckman had sexually abused them and described what he did.
Detectives subsequently conducted a search warrant of Ruckman's home just outside of Winchester. During an interview, Ruckman admitted to touching the juveniles sexually. Ruckman is currently being held at the Northwestern Regional Adult Detention Center.
