ONE of the international treaties that regulate freedom of speech is the International Covenant on Civil and Political Rights (ICCPR). One may also refer to the Universal Declara­tion of Human Rights (UDHR), which is considered the foundational document of international human rights law. Article 26 of the UDHR promotes “understanding, tolerance and friendship among all nations, racial or religious groups”.
