This ultimately led to theformation of the Joint Comprehensive Plan of Action (JCPOA).
According to Baghaei, this presented an opportunity for Europeto position itself as a key player, and Iran provided this chanceto the EU. However, this opportunity was not seized, and Europeancountries failed to compensate for the negative consequences of theUS's withdrawal from the JCPOA. He stated that European countriesshould no longer continue the previous process and should insteadwork toward forming a constructive agreement if they wish to bepresented as international players.
By the end of 2020, the Iranian parliament decided to pursue astrategic plan in the nuclear sector to counter the sanctions,leading to a suspension of additional steps and the AdditionalProtocol as per the nuclear agreement. Consequently, the International Atomic Energy Agency (IAEA)faced a reduction in monitoring capabilities by 20–30 percent. Iran has officially affirmed that its strategy is not to pursuethe development of an atomic bomb and that it does not support theproduction of weapons of mass destruction.
On March 3, Rafael Grossi, Director-General of the IAEA,mentioned during the IAEA Board of Governors' meeting that Iran hasincreased its stockpile of uranium enriched to 60 percent purity by93 kilograms, from 182 kilograms to 275 kilograms, compared to theprevious quarter. Iran remains the only non-nuclear weapon state toenrich uranium to this level, raising significant concerns.
