They’re found in The End of Time, the end-game’s town hub.
If you haven’t reached The End of Time yet, simply play through the campaign, and you’ll reach it fairly soon. Although it’s where you’ll find the Monolith of Fate, the end-game, you can start respeccing your character whenever you like. The prices will increase depending on your level: Also, bear in mind that respeccing your mastery will also reset your passive points, and that’s included in the price.
Being able to change your mastery gives you much more player agency, meaning you’re not locked into a mastery you don’t want.
