FARGO — Jade Presents' new UP District Festival Field is officially open for business. Country musician Jo Dee Messina's "Heads Carolina, Tails California" tour made a Saturday night stop in Fargo, offering fans a chance to not only see the multi-platinum artist but also Fargo's newest concert venue.
