State meteorologists also said extreme Northern Luzon will see moderate to strong wind conditions and moderate to rough coastal water conditions.

Winds will be light to moderate while coastal waters will be slight to moderate in central Luzon, the rest of northern Luzon, and the rest of the country. The sun will rise at 5:43 a.m.
