Engineers file plaint against MC officials

Ludhiana: Members of the council of engineers have lodged a complaint against MC officials, alleging deliberate absence in court, leading to an ex-parte decision in a case about a library in the park near Manju Cinema. The complaint was filed with the principal secretary of the local bodies department. Kapil Arora, in his complaint, said that a park opposite Manju Cinema near Dholewal Chowk houses a public library constructed by the MC.

The council of engineers had filed an application with the National Green Tribunal (NGT) against the library’s construction and other environmental issues. On Oct 4, the NGT directed the MCL to restore the park within two weeks. During the Nov 5 hearing, the MCL cited the need to shift books from the library as a reason for the delay.



Arora said that a civil suit was filed against the MC in October. Summons were received by the court, but no MC officials appeared on Oct 22 or Nov 4, leading to an ex-parte decision. The matter is adjourned to Dec 4.

He added that the case has been pending in the NGT for over two years. According to MC documents, the park was to be maintained by the party who filed the suit under the park management policy, but this was withheld by the municipal commissioner in 2022. Arora demanded a probe, suggesting the act might be to avoid NGT’s demolition orders for the library, which allegedly violated Supreme Court directions and environmental norms.
