Memphis has hit a legal era’s end with the retirement of Deputy Chief Legal Officer Mike Fletcher, slated for December 31, 2024. Announced by the City of Memphis, Fletcher's departure follows a distinguished career that spanned decades, Fletcher is known for his unwavering advocacy and strategic legal prowess. According to a statement posted on the City's website , Chief Legal Officer Tannera Gibson highlighted Fletcher's contribution, “Mike has been an exemplary leader and a true champion for our city, and we have been fortunate to have the benefit of his expertise and institutional knowledge for several decades.
” Stepping into Fletcher’s shoes will be Odell Horton, Jr., who has been shaping his legal acumen within various positions throughout the city, including his recent stint as General Counsel for Memphis Shelby County Schools. Horton's resume also encompasses his tenure as Vice President and General Counsel for Memphis Light, Gas and Water, and Vice Chancellor for University Relations at the University of Tennessee Health Science Center.
“I am honored to step into this role and carry forward the incredible work that Mike has done for our city,” Horton told the City of Memphis . His educational background includes a Juris Doctor from the University of Tennessee College of Law and a Bachelor of Arts degree from Morehouse College. While his comprehensive experience in municipal law positions him as a fitting successor, the City holds high expectations for Horton to continue Fletcher's legacy.
“Mr. Horton’s robust legal background and dedication to public service make him an exceptional addition to our team,” said Gibson . “We are very lucky to have him, and we are confident that his leadership will enhance our efforts to protect the interests of the city and its constituents.
” The transition marks a period of continuity amidst change for Memphis, where Fletcher's tenure has laid a substantial foundation for the city's legal dealings. With considerable expertise handed over to Horton, the City braces for a future of new legal landscapes, but with a seasoned guide at the helm.
