Councillor's house extension debate after paperwork mix up

A Blackburn with Darwen councillor is set to be granted permission to extend his three-bedroomed home at the second time of asking.

The authority's planning committee has been recommended to approve Bastwell and Daisyfield ward's Cllr Rana Gulistan Khan's proposal. It would add a double-storey extension to the side and single-storey extension to the rear of his Tintern Crescent, Little Harwood, house. A report to Thursday's meeting by borough planning manager Gavin Prescott reveals consideration of the application was deferred at the committee's February meeting 'due to a technical issue relating to the submission of the application in terms of the correct certification being submitted'.

The 4BwD councillor, elected in May last year, blamed the backlog on a “mix up” with sickness benefits and a protracted complaints procedure with the council. Mr Prescott's report tells the committee: "This application is before the committee as it relates to an application submitted on behalf of an elected member, Cllr Rana Gulistan Khan.

"Detailed assessment finds that, on balance, the development corresponds with the council’s strategic and development management objectives set out in the Blackburn With Darwen Local Plan 2021–2037. "The application site relates to a semi-detached dwelling, located at the junction of Tintern Crescent and Whalley Old Road, Blackburn. "The host building sits within an irregularly shaped plot.

"It and the attached neighbouring property are angled towards the junction, as are the opposing units on the south side of Tintern Crescent. This creates a degree of symmetry and enclosure. "There are no previous extensions to the property.

"Planning permission is sought for a two-storey side extension and single-storey rear extension. "The two-storey element has a width of 4.35 metres, while the main walling shares the front build line at ground floor, it also includes a bay window detail to match that on the host building.

"The single-storey element to the rear projects the full width of the original property and the new two-storey element, resulting in a ‘wrap around’ design. "The proposed two-storey side extension will modify the symmetrical nature of the properties on either side of Tintern Crescent, through the resulting property being closer to the pavement. "Given the mix of development form in the locality there is no significant detriment to the overall character of the street scene.

"This position is aided by the efforts to harmonise the design of the extension with the host building.".
