Council will contemplate annexation of California Forever property

SUISUN CITY — Supporting regional efforts for a new shipbuilding facility in the county and a memorandum with Rio Vista for collaborative exploration of annexation and planning about property owned by Flannery and Associates, go before the City Council at 6:30 p.m. Tuesday.

After those votes, the council will discuss resilience and expanding opportunities with landowners interested in annexing to Suisun City. Suisun City and Rio Vista both sent letters to California Forever, expressing an interest in working together. The letter by Rio Vista noted there is "a reimbursement agreement ready to be sent to you promptly after you reply.



" City Manager Kristina Miller wrote Rio Vista was interested in the annexation of lands owned by Flannery Associates, including properties known as the 'East Solano Plan,' and properties located in the Montezuma hills, including, but not limited to, the Collinsville area. Collinsville is being eyed as a possible Sacramento River port for a shipbuilding enterprise linked to the U.S.

Navy. Miller stated that Rio Vista is working with Suisun City "to ensure consistency in approach and timeliness." Suisun City's letter, penned by Development Director Jim Bermudez, included potential benefits to California Forever, including enhanced police and fire protection; access to other municipal services; and eligibility for city infrastructure improvements.

Jan Sramek, founder and chief executive officer of California Forever, told Suisun City "California Forever is interested in exploring the possibility of annexation into Suisun City," and asked the city what the next steps are. The memorandum before the Suisun City council states the two towns will work separate in the annex process. The consequences—social, economic, environmental, and infrastructural—will transcend city boundaries.

Suisun City sent letters to 24 property owners regarding annexation on March 19. Four property owners responded with Hatch Investments and California Forever willing to move forward. One response with no interest in annexing wrote the only person she trusted was Suisun City councilwoman Princess Washington.

"Jan and CF has been after me for years to sell," she wrote. The memo proposes a project team of 10 to 15 professionals versed in various aspects of land use planning, financial and fiscal modeling, infrastructure planning, and environmental resources and regulations. "It’s important to note that California Forever will be solely responsible for covering all costs related to the annexation process," the agenda reads.

The next phase would be the pre-development process and focus on formalizing the working relationship between the city and California Forever. If the council votes to move forward with California Forever, staff will return no sooner than May 20 with an exclusive agreement and a reimbursement agreement for council consideration.
