ENERGY and money saving plans being drawn up by Torfaen Borough Council will cost £1.2 million and save £856,000 on utility bills by March 2028. Plans include replacing traditional lighting with LED lights at 12 council sites, which will cost £863,41 by the end of the 2026 financial year and spending £12,000 this year, that can be match funded from grants, on new solar panels.
Other saving steps include making more efficient use of water and assessing the timings of light sensors across council sites as well as making more use of small digital meters as part of an effort to better assess how much energy each council building is using. Thermostat valves and heating controls will also be installed at more locations. The £1.
2m is being released from the council’s climate reserve fund to take forward the phase one works and it will carry out similar works in a second phase at a later date as they aren’t currently expected to provide cash savings during the period of its medium term financial plan through to the end of the 2027/28 financial year. The money taken from reserves will increase the number of staff available to work on the project which as well as intended to generate ongoing financial savings support its goal of achieving net zero, that it produces no more energy than it uses, by 2030. Since introducing Project Apollo Energy in March 2023 the council has saved £374,361 in combined gas and electricity costs and reduced its carbon emissions, from 2019 figures, by 39 per cent.
