Chungcheongnam-do Launches Project to Convert Waste Vinyl into Plastic Fuel

Chungcheongnam-do has signed an agreement with HD Hyundai Oilbank and Hanwha TotalEnergies Petrochemical for a project to convert waste vinyl into high-quality raw materials. Since most of the waste vinyl is incinerated, Chungcheongnam-do has decided to chemically recycle it and convert it into a raw material resource. To this end, the four cities of Cheonan, Asan, Seosan, and Dangjin will collect waste vinyl separated from households, and recycling companies will manufacture pyrolysis oil, and HD Hyundai Oil Bank and Hanwha TotalEnergies Petrochemical will use it to produce plastic fuel, lead yarn, and jet fuel. In addition to recycling support, Chungnam-do will provide administrative and financial support to revitalize the separation, collection, and recycling of waste plastic. Based on the pilot project that will start next year, the province plans to expand the project to cities and counties by 2026 and create a nationwide model.



The four cities will cooperate in promoting recycling by informing citizens of the waste plastic separation policy and supporting related costs. HD Hyundai Oil Bank and Hanwha TotalEnergies Petrochemical will build a production base for pyrolysis oil and provide technical support to recyclers. Pyrolysis is a technology that produces raw materials or fuel by indirectly heating waste plastics under oxygen-free conditions and is expected to emit fewer pollutants than incineration.

The four cities participating in the agreement collected 2,826 tons of waste plastic from January to August, of which 2,540 tons were made into solid waste feedstock (SRF) and used as thermal energy in cement plants. The province also announced its Chungnam-type de-plasticization strategy at the signing ceremony. With the goal of reducing waste plastic generation by 30% at the source, achieving an 85% recycling rate for waste plastic, and a 15% final disposal rate for waste plastic, the province has set a direction for a plastic circular economy tailored to urban, rural, and marine areas and plans to implement 21 policy tasks, including establishing a Chungnam-type plastic circular economy city model and introducing an appropriate amount system for bringing in household resource recovery centers.
