Police have referred a Chinese national to the prosecution on charges of filming the headquarters of the state spy agency using a drone, officials said Monday.

The Chinese man in his 40s is accused of filming the National Intelligence Service (NIS) headquarters in southern Seoul while taking drone footage of the nearby Heolleung and Illeung Royal Tombs, historical burial grounds of the Joseon Dynasty (1392-1910). A National Police Agency official said they have referred the man to the prosecution last week on charges of violating the Protection of Military Bases and Installations Act and the Cultural Heritage Protection Act.
