Investments in child protection services for every country participating in the Pacific Labour Mobility Scheme is vital. A study by UNICEF on the impact of the workers’ scheme revealed there were too many cases of neglect and child labour while some caregivers were perpetrating violence on those in their care. “Children are at risk without adequate support services and structures,” the study suggested.

“Child protection is the responsibility of everyone. “Government plays a key role but needs support from service providers and communities.” The study also called for more counselling and mental health support for children in migrant worker families.



“Children are exhibiting emotional distress when separated from parents, especially when this occurs over the long term and without adequate communication. “Emotional distress appears to be affecting behaviour and schooling. “Children also need the ongoing support of their family and community to ensure a caring and protective environment.
