The Commission on Elections (Comelec) has directed Jipapan, Eastern Samar Vice Mayor Noel Montallana to explain remarks against his rival at a recent campaign activity — deemed as gender-based harassment and public ridicule against persons with disabilities (PWDs). In a show-cause order (SCO) issued Wednesday, the Comelec asked Montallana to explain why he should not be disqualified from the May midterm elections for allegedly violating the anti-discrimination guidelines of the poll body. “Don't vote for the Evardones anymore because we're sick of them.

The resolution also covers acts of bullying and discrimination involving gender, ethnicity, age, religion, and disabilities, among others.
Earlier, the poll body issued Comelec Resolution 11127, which amends Comelec Resolution 11116, to declare all election-related activities and online election-related platforms, including social media, as "safe spaces" for the 2025 national and local elections. It also now consider child abuse, discrimination, and incitement, immoral doctrines, obscene publications, exhibitions and indecent shows as well as racial discrimination as election offenses The Comelec has issued several SCOs against several Eleksyon 2025 bets for violating their anti-discrimination resolution. As of Monday, the poll body has released 74 SCOs against local and national candidates running in the midterm elections.
