Athens village Planning Board meeting talks about solar panels

ATHENS — At Tuesday’s meeting, the village Planning Board deferred a proposal to install 45 ground-mounted solar panels in the backyard of 154 Washington Street.

The proposal was presented to the Planning Board in the absence of its owner, who was in Florida. Since the individual who submitted the proposal could not attend the meeting, the outline of the document was read by chairperson Maggie Moree. “This is the first time I’m seeing anything quite like this,” Moree said.

“The owner of the project proposed the idea to install an array of 45 solar panels in the backyard located on Washington Street.” The board members expressed concerns about the project, pointing out that while it is located in a residential area, it appears too commercial for the neighborhood. Board member Kurt Parde voiced concerns about the size of the solar panels, suggesting that the council should question whether they were too large for a residential property.



He noted that the project seemed to verge on a commercial scale. “No household needs something that big,” Parde said. “If the array of 45 solar panels is ground-mounted, the installation will be positioned directly on the ground.

That would be leaning into commercial.” Moree agreed with the concerns raised and felt that more information was needed before making a final decision. “I believe that installing 45 panels is a lot, and I think we should table this discussion for now, as there are state-specific solar laws that I cannot fully recall at the moment,” Moree said.

“I don’t have the relevant guidelines readily available, but I will need to consult with the village council so they can take this into consideration. I don’t know about the wattage requirements or what’s permissible for a property of this type.” The board is committed to postponing any further discussion until Moree can present the plans to the village council.

No decisions have been made regarding the plans, and the board has opted to wait for additional input..
