Excavation work began Wednesday, the agency said. The cap is intended to increase landfill gas collection efficiency, reduce leachate generation, improve stormwater quality and minimize the potential for odors to migrate off site, the authority said in a news release.
“This project serves as a literal capstone to the significant investments we’ve made in our landfill gas collection and control system over the last two years,” ACUA President Matthew DeNafo said. Odors have been a frequent complaint in recent years from those living around the landfill, though DeNafo has said they were down significantly this past winter. Things got to the point where privatization of the ACUA became a point of discussion during November's elections, though county officials have since walked back that threat.

After a year of work and millions spent to improve the ACUA landfill, odor complaints are minimal, but now the possibility of expanding the landfill must be considered. A permanent cap can be applied over areas of the landfill that are no longer accepting waste.
The cap is made with geosynthetic plastic liner and covered with soil and grass once completed, the authority said. The cap is being installed five years ahead of schedule with $7 million in American Rescue Plan funding approved in November by the county Board of Commissioners. The ACUA also is reapplying eight acres of temporary cap that was removed in 2024 to place additional waste, the authority said.
The temporary cap will also enhance landfill gas collection efficiency. DeNafo said in January the ACUA wants to expand the landfill so it can continue accepting trash until about 2038. Atlantic County Republican Chair Don Purdy has said he will oppose any expansion.
