.. Basically emphasizing that government authority in dentistry is all but non-existent, and patient are being taken advantage, suffering, and malpractitioners are not being held to account (thus not being deterred from continued exploitation and malpractice).

.. In other words some incompetent bum can take a drill to your teeth, turn your life upside down, and government policy in this country is so outdated, that the dental council has no power to act in the patients defense, seek reparations etc.
