3 Seas Hydrogen Council signs Letter of Intent to outline actionable strategies for CEE green reindustrialisation During the European Hydrogen Week in Brussels, the 3 Seas Hydrogen Council the signing of a Letter of Intent by its members. This document represents a united commitment to developing a comprehensive white paper, which will define the strategic pathways for the green reindustrialisation of Central and Southeastern Europe. The forthcoming white paper will be a critical advisory document for the European Commission, national governments and industry leaders.
It will outline actionable strategies for green reindustrialisation, focusing on the strategic supply of green ammonia, hydrogen and methanol from Sunbelt nations—particularly those in the Middle East and Africa—to the South Eastern and Central Eastern Europe regions. CEO of Hydrogen Poland, said : “Therefore, our initiative serves as an ideal platform to create an in-depth study that will outline key directions for the development of the hydrogen economy and its role in the region’s energy transition.” The initiative addresses the evolving geostrategic trade routes and transatlantic relations.
The document will incorporate these factors to support the effective achievement of decarbonisation goals in the Three Seas region and ensure compliance with European Union requirements. The paper will analyse the region’s energy demands and the potential for producing and importing green hydrogen, ammonia and methanol. Secondly, it will give recommendations for optimising transport corridors (TEN-T) and identifying critical import hubs in the Adriatic and Baltic regions.
It will also suggest strategies for implementing ESG principles and managing local resources responsibly. It will provide insights into EU RFNBO requirements (42 per cent by 2030, 60 per cent by 2035) and pathways for meeting these stringent standards. And finally, it will give guidelines for fostering local industries and advancing hydrogen technologies in key sectors such as fertilisers, steel and maritime transport.
Additionally, the initiative seeks to define the role of local production within the EU and demonstrate its critical contribution to supply security and competitiveness through a well-balanced mix of domestic output and imports, while supporting the transition to a decarbonised economy. , President of the Ukrainian Hydrogen Council, underlined : “Encouraging regional cooperation and the development of strong supply chains for green ammonia, hydrogen and methanol will help support the region’s decarbonisation efforts while also enhancing Europe’s energy security and competitiveness. Ukraine remains committed to contributing to this initiative, offering its expertise and resources as part of the global transition towards a sustainable and resilient energy future.
